Reinstatement of Library Services

Perry County District Library Service Reinstatement Plan

Note: Phase I & II had already been approved by Library Board and implemented prior to the adoption of this plan on May 20, 2020. Prior to April 15, 2020, all staff were instructed by Board action to stay home in accordance with the Perry County District Library Emergency Closure policy. This status began March 16, 2020, as a result of an emergency Board meeting. For the duration of the closure, WiFi was left on for patrons to use in parking lot areas (7 a.m. to 8 p.m. daily). All mobile hotspots remained on for use by borrowers who had checked them out prior to the closure.  All book drops were closed, and patrons were asked to keep all borrowed materials until further notice.

Phase I: Staff working at home (April 15 – May 1):

Phase II: Staff partial return to buildings and telework (beginning May 4)

Staffing should be planned for staggered arrival/departure times when possible.

As directed by Board vote on May 20, 2020, WiFi services would be extended for an additional 2 hours each day and would be on for use from 7:00 a.m. to 10:00 p.m.

Phase III: Open Book Drops for Returns & *Allow Receipt of Cargo (beginning May 26, 2020)

*Cargo deliveries are not set to begin yet. This will be determined by the State Library of Ohio.

All outdoor books drops will open to the public.  Notifications will be put on the library website, the library book drops, and all social media.

Books drop bins will be changed out at the beginning of each business day (more often if necessary). Temporary bins will be utilized so materials can be left untouched for a minimum of 72 hours in quarantine. (see tables by location below).

All bins should be marked with the date and time quarantined.

After a 72-hour period, staff will empty book bin, using all protective procedures in place.  Materials will be cleaned thoroughly before being shelved.

Because mobile hotspots are not able to be returned to the book drops, each borrower will be asked to set up a specific time to return those to the owning library location.  Return times will be by appointment.

When borrower arrives to return item, the designated staff member (wearing personal protective equipment) will meet the borrower at the door with a sealable baggie. 

The borrower should stay at a 6-feet distance from the door while the bag is securely placed outside (either in a container or on a hook). 

Once the door has closed, the borrower should place the hotspot into the baggie and place it by the door. 

After the borrower has walked away from the door (a minimum of 6 feet), the staff member will retrieve the baggie and immediately disinfect the outside of it while leaving the hotspot sealed inside.  It will then be placed in a designated quarantine area for 72 hours with start date/time of quarantine clearly marked on the outside of the baggie. 

The staff member should follow all posted CDC guidelines for removing and disposing of gloves.

After the quarantine time has passed, the mobile hotspot should be cleaned prior to making it available to borrow again.

The return of adaptable toys/equipment, Launch Pads, and Play Away Views will be done by appointment as well.

When borrower arrives to return item, the designated staff member (wearing personal protective equipment) will meet the borrower at the door with a trash bag. 

The borrower should stay at a 6-feet distance from the door while the bag is placed outside. 

Once the door has closed, the borrower should place the equipment/toys into the bag, tie it closed, and place it by the door. 

After the borrower has walked away from the door (a minimum of 6 feet), the staff member will retrieve the bag and immediately disinfect it while leaving the item(s) inside.  It will then be placed in a designated quarantine area for 72 hours with start date/time of quarantine clearly marked on the outside of the bag. 

The staff member should follow all posted CDC guidelines for removing and disposing of gloves.

After the quarantine time has passed, the item(s) should be cleaned and put away for future use.

Prepare buildings for the next phase by installing plexiglass barriers, visual prompts on floors, postings related to COVID-19 on entry doors (distributed by CDC and PCHD), setting up easily accessible sanitizing stations, secure an ample supply of required sanitizers, cleaners, and personal protective equipment for all locations.

Review all new policies and procedures with staff prior to moving into Phase IV.

Phase IV: Reinstatement of Library Services to Borrowers (beginning June 8, 2020)

With the guidance of the Perry County Health Department, library legal counsel, direction from Ohio Library Council, and Perry County District Library Board approval, each of the six Perry County District Library locations will have an individual plan for reinstating modified services, both by appointment and curbside/drive-thru pick-up.

For all locations: 

Staff will continue to follow all guidelines set forth in Phase II.

Visitors will be instructed to leave immediately if they are experiencing any symptoms of illness as indicated by the COVID-19 posting from the CDC.

Hand sanitizer will be readily available at all entrances and each visitor will be asked to sanitize hands prior to entering.

Visitors will be strongly encouraged to wear a mask/face covering while inside the building.

Due to current restrictions, borrowers will only have access to the materials available at each location individually.  Items will not be transferred from one location to another for borrowing purposes.

Borrowers are welcome to borrow from more than one location, and staff will assist them in finding items and placing holds throughout the system; however, it will be the borrower’s responsibility to pick up items at the owning location.

We will request all items be returned to their lending location as well, with full understanding that this may not always occur. 

The return and quarantine of materials will continue as initiated on May 26, 2020, until further notice. 

If an item from another library is returned to a different location, it will be quarantined for 72 hours, cleaned, and packed to be sent to the owning library.

Public restrooms and water fountains will be closed to the public until further notice.  Staff will be aware that there may be emergencies that they will need to make exceptions for. Those instances should be handled on a case-by-case basis. If there is an emergency situation requiring the opening of a restroom, the employee on duty is responsible for completely cleaning and sanitizing the restroom immediately following use by the patron.  Employee should wear all personal protective equipment and thoroughly clean all surfaces (sink, toilet, floors, door handles). 

Faxing, laminating, and copying services will not be offered during Phase IV.

Absolutely no one should be permitted to enter the building, other than staff on duty, at any time other than designated by a scheduled appointment.

Appointments will be limited to one person during this phase of reinstatement of services. If other family members are accompanying the scheduled borrower, they MUST stay inside the vehicle at all times.  There will be no congregating on library property and all social distancing requirements must be followed at all times. All appointment documents will be retained for a 14-day period for public health purposes.  After the 14-day period has expired, those documents will no longer be kept and will be disposed of in accordance with the library’s record retention procedures.

Children and pets should NEVER be left inside a vehicle alone.  Prior arrangements MUST be made by parents/caregivers visiting the library. Authorities will be contacted immediately if this occurs.

For the safety of all children, anyone under the age of 10 will not be permitted to schedule a browsing appointment. Parents/caregivers are encouraged to check out materials for their children during their visit.

A thorough cleaning of all high-traffic areas and surfaces will be completed each business day prior to service hours. Intermittent cleaning will be scheduled throughout each business day.

Those choosing curbside/drive-thru pick-up will follow these guidelines:

All items must be requested prior to pick-up being scheduled.

Borrower must arrive at the scheduled time. If the borrower misses the scheduled pick-up time, that borrower must call and reschedule the pick-up. This will assist in avoiding traffic issues.

Borrower must stay in the vehicle at all times during the transaction.

Items to be returned must be placed in the outdoor book drop while the staff member is inside the building. The borrower will be permitted to schedule the return of items that cannot be placed in a book drop at the same time as a pick-up.

For drive-thru, bagged items will be handed out window by a library staff member. 

For curbside, a library staff member will arrive at your vehicle with your requested items bagged and ready to be placed in an open trunk or an open passenger-side or rear window.  There should be no contact.

If a staff member does not arrive at the borrower’s vehicle within a reasonable amount of time, the borrower can call the library but should not get out of the vehicle.

Staff members will wash/sanitize hands between each delivery, wear masks and face shields, and will be given the option of wearing a disposable apron. The wearing of gloves for this process should be avoided.

All meeting room spaces will be kept closed to the public.

All programs, including summer reading, will be virtual (no on-site programming) until further notice.

Unless an extension is granted at the state level, in-person Board meetings will resume with social distancing in place on June 17, 2020.

Bookmobile services to Glenford are currently suspended (per Licking County Library system) and cannot resume until they deem it possible. 

Newspapers will not be available for viewing at this time. Copies of specific articles may be requested.

Magazines will be loaned by request only. Staff should put all magazines in their storage areas and pull them as needed.

Corning Branch

Browse by Appointment times will be offered in 30-minute increments on Mondays and Fridays. 

On Mondays, appointments will run from 10:00 a.m. to 12:00 p.m. and 4:30 p.m. to 6:00 p.m.  The building will be closed from 12:30 p.m. to 4:30 p.m.  for a lunch break, cleaning, and other duties.

On Fridays, appointments will run from 10:00 a.m. to 12:00 p.m., 2:30 p.m. to 4:30 p.m. The building will be closed from 12:30 p.m. to 2:30 p.m.  For a lunch break, cleaning, and other duties.

One computer station will be made available for use by appointment on Mondays and Fridays in 1-hour increments.  Appointments will be scheduled at 10:10 a.m., 11:15 a.m., and 2:45 p.m.  These times allow for staggered entry for browsing appointments and computer appointments, while also giving staff time to clean the computer workstation between appointments. Usage times cannot be extended unless the following appointment time is available Users cannot book consecutive times in advance. A staff member will meet the computer user at the main entrance at the scheduled time.  If the computer user has a cell phone, the staff person will call the user and ask them to come to the door at that time. Those waiting for appointments MUST stay in a vehicle if driving to the library. Those walking should comply with social distancing while waiting and should NOT arrive more than 5 minutes prior to the appointment.

Wednesdays will be designated as drive-thru window pick-up days for borrowers who prefer placing holds and picking up from their vehicle.  Pick-up times will need to be scheduled 2 per every15 minute increment to avoid traffic issues.  Pick up times will run from 10:00 a.m. to 12:00 p.m. and 4:00 p.m. to 6:00 p.m. The building will be closed from 12:15 p.m. to 4:00 p.m. for a lunch break, cleaning and other duties.

Crooksville Branch

Browse by Appointment times will be offered in 30-minute increments on Mondays and Fridays. 

On Mondays, appointments will run from 10:00 a.m. to 12:00 p.m., 1:00 p.m. to 4:00 p.m., and 4:30 p.m. to 6:30 p.m.  The library will be closed for cleaning breaks at 12:30 p.m. and 4:00 p.m.

On Fridays, appointments will run from 10:00 a.m. to 12:00 p.m. and 1:00 p.m. to 4:30 p.m. The building will be closed for cleaning at 12:30 p.m.

Browse by Appointment times will be offered in 30-minute increments on Mondays, Wednesdays, and Fridays. 

On Mondays and Wednesdays, appointments will run from 10:00 a.m. to 12:00 p.m., 1:00 p.m. to 3:30 p.m., and 4:30 p.m. to 6:30 p.m.  Cleaning breaks will occur at 12:30 p.m. and 4:00 p.m.

On Fridays, appointments will run from 10:00 a.m. to 12:00 p.m. and 1:00 p.m. to 4:30 p.m. The building will be closed for cleaning at 12:30 p.m.

Two computer stations will be made available for use by appointment Mondays through Saturdays in 1-hour increments (except last appointment of the day).  Appointments will be scheduled by the Reference Department at 10:00 a.m., 11:10 a.m., 1:30 p.m., 2:40 p.m., 5:00 p.m., and 6:10 p.m. Mondays through Thursdays; 10:00 a.m., 11:10 a.m., 1:30 p.m., and 2:40 p.m. on Fridays; and 10:00 a.m.,11:10 a.m., and 12:20 p.m. on Saturdays. Please note, the final appointment of the day Monday through Thursday will be a 40-minute session. These times allow for staggered entry, while also giving staff time to clean the computer workstations between appointments.  Usage times cannot be extended unless the following appointment time is available.  Users cannot book consecutive times in advance. Those with computer use appointments at the New Lexington Library location will be asked to enter through the Reference area door.  A staff member will open the door at the designated time.  If the computer user has a cell phone, the staff person will call the user and ask them to come to the door at the designated time. Those waiting for appointments MUST stay in a vehicle if driving to the library. Those walking should comply with social distancing while waiting and should NOT arrive more than 5 minutes prior to the appointment.

Tuesdays, Thursdays, and Saturdays will be designated as curb-side pick-up days for borrowers who prefer placing holds and picking up from their vehicle.  Pick-up times will need to be scheduled 2 per every15 minute increment to avoid traffic issues.  Pick up times will run from 10:00 a.m. to 1:00 p.m. and 4:00 p.m. to 7:00 p.m. on Tuesdays and Thursdays and 10:00 a.m. to 12:00 p.m. on Saturdays. 

All borrowers for curbside pick-up will park in designated spaces labeled A and B outside the main entrance of the library.

Somerset Branch

Browse by Appointment times will be offered in 30-minute increments on Mondays, Wednesdays, and Fridays.

Phase V: Reinstatement of Additional Services (approximate start date August 1, 2020)

If all restrictions are lifted by the State of Ohio and the Ohio Department of Health, with guidance from the Perry County Health Department, all locations will begin reinstating additional services.

Copy and fax service will be available at all locations.

Library visitors will be allowed into the building without an appointment. The number of visitors in the building will be monitored and limited to assure ample social distancing. Each location’s limit restriction will be posted and this will be monitored by staff. A designated time for at-risk populations will be offered.

Meeting rooms will be available for use by small groups (less than 10 people) in accordance with guidelines set by the PCDH, ODH and the State of Ohio.

Modified, in-person programming will begin for some programs, with a limited number of participants.

Drive-thru/curbside pick-up will be modified, but this service will continue if there is a demand for it.

Phase VI: Reinstatement of All Services (approximate start date September 1, 2020)

Resume all programming and services while staying within all guidelines in place and following recommendations from Ohio Library Council, ODH, and PCHD.

Note: This plan will be modified as deemed necessary by the Library Director and the Board of Trustees.   Volunteers will not be permitted to return to service until further notice.
